The laws are there mainly for factions I think- they're just copied into this thread because it's still the First Republic. This is just more of a idk government? Not really a war based fac or anything like that in vanilla. Just a group with a base.

Yes, there is, if you go far enough out. ~30,000+ blocks depending on the direction should do it.
Everything closer in was generated in earlier versions, 1.14 and up.
